Building on this strong foundation, Greeley and its partner, Wingfoot Water Resources, have launched the Primary Employer Water Bank (PEWB), a program designed to make securing water simple and lower cost for primary employers. The PEWB offers business-friendly, economically favorable pricing and a streamlined process for businesses that choose to locate or expand in the city.


To qualify, the PEWB is available to primary employers whose business produces goods or services for statewide, national, or international markets, including industrial, manufacturing, data centers, technology, research & development, logistics, utilities and institutional/governmental entities. By focusing on these primary employers, the PEWB lowers significant cost barriers and ensures dependable water access, even during droughts or emergencies.

Greeley’s water supply is built on a foundation of both surface and groundwater sources. As a 10% owner in the Chimney Hollow Reservoir, owner of an extensive portfolio of water rights across four river basins, and two water treatment plants, Greeley benefits from 150 years of strategic water planning. The addition of the Terry Ranch Aquifer further boosts drought resilience, ensuring that businesses have consistent, high-quality water even during Colorado’s dry years or unexpected emergencies.
