Policy Statement - Effective January 30, 2026

No plan review shall be conducted, and no building permit shall be issued for any lot or structure within a subdivision until the applicable subdivision or phase thereof has been fully completed and signed off by all required City of Greeley departments.

Requirements

Subdivision Completion
The subdivision must be constructed in accordance with the approved final plat, development agreement, and all applicable City standards and regulations in effect on the date of application.
Departmental Sign-Off
Written approval and acceptance must be obtained from all required City of Greeley departments, which may include but are not limited to:
1. Public Works
2. Engineering
3. Water and Sewer
4. Stormwater
5. Fire Department
6. Planning
7. Any other department or agency having jurisdiction
Documentation
All required documentation, inspections, and certifications demonstrating subdivision completion (such as a Certificate of Substantial Completion) must be submitted to and accepted by the city prior to building permit application.

Building Permits

Any owner or authorized agent planning to construct, enlarge, alter, repair, move, or demolish a building or structure must first apply for and obtain a permit from the building official. This also applies to the installation or modification of electrical, gas, mechanical, or plumbing systems regulated by this code. Please submit all required plans with your application. Applications will be reviewed for compliance with applicable codes.

Greeley uses eTRAKiT for permit applications.

Note: Effective March 14, 2022, a 2.8% convenience fee is charged for all credit card transactions. There is no convenience fee for eChecks.

Plan Review Fee

The plan review fee is 65% of the building permit fee, which is based on the valuation of the building permit. The valuation is determined by the building type, and occupancy, using the most recent Building Valuation Data Table.

After your submittal is received by Building Inspection, it will be reviewed for completeness. It will not move forward until all required information is provided. Once the submittal is complete, the plan review fee will be calculated and emailed to the applicant. No permits will be issued until all fees are paid in full.

- New commercial
- New residential
- Commercial or residential additions / remodels
Residential timeline:
- New construction plan review - 20 working days
- Footing and foundation plan review - 10 working days
- Additions/remodels plan review - 10 working days
- 2025 Homeowner Affidavit
Commercial timeline:
- New commercial project plan review - 20 working days
- Tenant finish plan review - 10 working days
- Additions/remodels plan review - 10 working days
The review process may be extended by additional department reviews.
Submitted plans may be returned with redlines (corrections) and other city department's notes.
You must address all issues noted on plans prior to permit issuance.
Once permit is issued, work may commence.

Municipal Addressing

The City of Greeley assigns all official municipal addresses for properties, buildings, and structures within the city limits. Addressing is performed according to the standards outlined in Greeley's Municipal Code and helps ensure reliable emergency response, permitting, utilities, and mail delivery.
