Greeley’s current planners partner with other city staff to review proposals for development of all sizes and complexity in residential, commercial, and industrial areas. Planning Services

Pre-application meetings are designed to assist applicants with project-specific questions for projects ready for formal application submission. Planning and Engineering Development Review Staff are available to conduct these meetings to address final questions and discuss the application review process. These meetings are not intended for general inquiries or discussions about multiple sites. To ensure a productive discussion, applicants shall provide detailed project information, formal submittal ready application documents, a project narrative, and a list of questions. The planner on call will review the customer's prepared application and verify that it is completed to the level of detail required. A Scoping Review provides an opportunity to submit a conceptual development proposal to the City and receive a single round of detailed written feedback from City staff. This review process assigns a case planner and development engineer to review the customer's questions, and conceptual plans regarding a specific, planned project. This process is an excellent way to identify all applicable City of Greeley Code and Criteria requirements related to your development proposal. The goal is the customer has a clear idea of whether they'd like to proceed with an application, if they need to seek further consultation from a private vendor (planning firm, engineer, or surveyor), or if they're ready to proceed. The case planner will schedule a 1-hour meeting to review the specific requirements and answer questions for customers to develop an application for development review. At the Scoping review meeting, staff will provide details regarding the required application and accompanying application checklist. To obtain an application submittal checklist for a proposed project, routine in nature, contact the Planner On-Call. The response time is typically 2-3 weeks after application submittal. Planner-on-Call (POC) is a quick consultation service available by phone or email, lasting no more than 10 minutes. It is designed to address general inquiries or guide customers to additional resources for further independent exploration. Responses are provided within one business day.

Greeley Planning and Engineering staff are restricted to independently and objectively reviewing customer applications solely for conformance with the adopted City Code, adopted Plans, and regulations. Staff are bound by a code of professional ethics to refrain from advocating for a customer's project or assisting with project design. If one needs advice, advocacy, or assistance developing the required information, it is strongly recommended that customers engage a private planning or engineering service to help build a successful case.

Agency Center

Through Agency Center, ancillary and outside agencies can do reviews and provide feedback on applicable land use projects within the City of Greeley. Reviews will be assigned by the Community Development Department to the appropriate agencies through Agency Center. Reviewers will have access to all the information and documents related to the land use project to be able to fully review before providing comments.
