Pro/Con Statements
Pro – Repeals Ordinance 30, 2025
A YES vote repeals Ordinance 30, 2025.
Repealing Ordinance 30, 2025 would revert zoning for the approximately 834-acre property located north of U.S. Highway 34 and east of West County Road 17 (commonly referred to as Cascadia, Catalyst, or West Greeley) to the zoning designations that were in place prior to the adoption of the ordinance. Portions of the property would revert to Holding Agriculture (HA) zoning.
Under HA zoning, development of the property would be limited to uses permitted under that designation unless and until future zoning actions are approved.
Con – Upholds Ordinance 30, 2025
A NO vote upholds Ordinance 30, 2025.
Upholding Ordinance 30, 2025 maintains the Planned Unit Development (PUD) zoning approved by City Council for the approximately 834-acre property located north of U.S. Highway 34 and east of West County Road 17.
The PUD zoning establishes a framework for a master-planned development and remains in effect unless changed through future legislative action.
