GREELEY, Colo. — The City of Greeley offers financial relief to qualified Greeley residents from taxes paid on food the previous year. The Low Income and Food Tax program started in 1990 and expanded its benefit to include water utility assistance for those with a Greeley Water account.

Low-Income Food Tax (LIFT)

Beginning February 1, qualified residents can apply for the city’s Low-Income & Food Tax (LIFT) and Utility Programs (UP).  LIFT applicants will receive a maximum $100 rebate per person per household. Rebate checks are sent by mail and should arrive about a month after the application is submitted. This rebate is money back in customers’ pockets from taxes paid on food and groceries in 2025.

Utility Program (UP)

The City of Greeley is once again offering a one-time credit of $150 toward the customers’ water utility bill. The applicant’s name must be on the water account to receive this credit.  

Applications for both programs will be accepted from February 1 to May 31, 2026. Residents can apply for the Utility Program from February 1 through the end of the year.

Qualifications  

Applicants must be a current Greeley resident who lived in the city for at least 10 months in 2025. Proof of residency is required. Qualified family members are legal dependents claimed on federal form 1040. Applicants must provide a Social Security number for each family member included on their application. The applicant must have a total 2025 annual family income at or below the following levels:

How to Apply

Applications are available in English, Spanish, Somali, Burmese, French and Haitian Creole at GreeleyCO.gov/LIFT-UP.  

  • February 1-24, 2026: Residents can drop off or mail the completed application to the City of Greeley, Utility Billing, 1000 10th Street, Greeley, CO 80631.
  • February 25-27, 2026: Residents can drop off the completed application at the Utility Billing drive-through at City Hall, 1000 10th Street, Greeley, CO 80631.
  • Starting March 2, 2026: Residents can drop off their application or mail it to City of Greeley, Utility Billing, 1200 11th Avenue, Greeley, CO 80631.
