About the Greeley Urban Renewal Authority (GURA)

GURA oversees the following four Tax Increment Financing (TIF) Districts which help fund commercial rehabilitation and development within designated urban renewal areas:

  • 10th Street Urban Corridor TIF District
  • West Greeley Mall Area TIF District
  • Western Sugar TIF District
  • East 8th Street TIF District

Featured Project

In March 2026, The Paragon Family Restaurant became the first recipient of an award under GURA’s updated 10th Street Urban Renewal Corridor Facade Grant Program. This program provides business owners in the District with a 4:1 matching grant, up to $80,000, to complete building and facade upgrades. Paragon’s grant transformed this local business and is contributing to the revitalization of the West 10th Street TIF District.
