Program Overview

The Community Development Department is creating a grant program to help small and first-time businesses navigate Greeley’s development standards and processes. Through the Small Business Land Use Center, eligible businesses can receive funding to hire technical assistance, such as preparing required plans or reports, for their development review process. Grant amounts vary by location. This program is separate from other DDA or EDUR incentives and is designed to offer hands-on guidance, dedicated meetings, and a high level of customer service so small businesses can successfully bring well-designed business projects to the city. 

Business Qualification Requirements

Businesses must meet the following criteria to be eligible for the grant: 

  • Must be located within the City of Greeley and demonstrate ownership or lease agreement for property within the City. Or,  

  • Looking to locate in the City of Greeley, with location determined.

  • Must be an independently owned business looking to locate in a space under 20,000 square feet, Or   

  • Less than 25 employees.   

  • Has a conceptual idea for a project located within the City and intends on submitting a scoping meeting request. 

Funding Eligibility

Grant funding must be spent on technical services (professional consultants) to develop professional plans or technical reports such as the following: 

  • Project Management 

  • Site Planning

  • Landscape Design

  • Civil/Structural Engineering

    • Hydraulic Report

    • Geotechnical Report

    • Traffic Impact Study

    • Drainage Report

    • Stormwater Management Plan (SWMP)

    • Operation and Maintenance Plan

  • Surveying

  • Lighting Design

  • Architecture

  • Fire, Environmental, and Hazard Consultations

  • Tenant Improvement Technical Services including:

    • Construction Drawings required for Building Code requirements or Engineering Review requirements

    • Fire Sprinkler and/or Fire Line

 

Examples of services that are NOT eligible:

  • Costs related to construction

  • Infrastructure improvement costs

  • Building Permit and Land Use Fees
