Construction Underway on 12th Street Drainage Project
Construction started in December on a project to mitigate
flooding in downtown Greeley.
The first phase of the 12th Street Storm Outfall project is
part of a larger plan. Over the next decade, it will create an underground
storm drainage system to safely divert extra rainwater to the river. An outfall
is the point at which stormwater leaves the pipe system and enters the river.
The improvement to the drainage system in Greeley’s
downtown neighborhoods benefits residents and property owners by reducing flood
damage. Significant damage occurs when excess rainfall is not diverted away
from homes and businesses.
The first phase includes relocating utilities, followed by
construction of a new storm outfall facility in Spring 2023. A storm drainage
facility is being built next to the Cache la Poudre River near 10th Street and
U.S. 85. Officials expect construction to finish in Summer 2024.
The city received a $1.6 million grant from Federal
Emergency Management Agency (FEMA) grant to help fund future design phases of
the drainage plan. Those phases will create a large storm drain system on 12th
Street between 2nd and 8th Avenues.
FEMA also awarded the city a $250,000 grant for the first
phase of design.

About the attached diagram
The diagram shows the project as it will be designed and
constructed through 2032. Phase 1 is now under construction through 2024 and
received a $250,000 FEMA design grant. The $1.6 million FEMA grant covers the
phases from 2nd Avenue to 8th Avenue, corresponding to Phases 2, 3 and 4. These
will be designed 2023-2025 and constructed 2025-27. Phases 5, 6 and 7 will
continue with the project through the year 2032 to 16th Avenue.
