The City of Greeley Office of Emergency Management (OEM) plans, coordinates, and supports a wide range of activities that help the community to prepare for, respond to, and recover from disasters, large-scale events and emergencies, while reducing vulnerabilities to hazards.
The Greeley OEM works with every city department to coordinate a network of preparation. Advanced preparation helps improve the community’s resiliency to save lives, property, time, money, and resources.
Greeley OEM values our strong community partnerships and collaboration with surrounding emergency management agencies. Greeley OEM proactively plans with a multitude of private industry to safeguard our economic vitality.

Peter C. Perez, CEM®, Director
Education: Bachelor of Science in Emergency Administration and Planning, Certified Emergency Manager by the International Association of Emergency Managers, graduate of the FEMA National Emergency Management Advanced Academy, FEMA certified Instructor specializing in Incident Command and Emergency Operation Centers
Experience: Director of Emergency Management for the City of Greeley since 2024. Before accepting the position served as the Director of the Office of Homeland Security & Emergency Management for the City of Killeen, TX. Other professional experiences include Colorado Emergency Management Association Membership Manager 2016-18, national conference speaking engagements and participation in emergency / disaster management initiatives at the state and federal levels.
Disaster experience includes managing response and recovery to floods, tornados, wildfires, and large special events. The most notable are 2024 Texas flooding and tornados, 2022 Texas Crittenburg fire, 2021 Texas Winter Storm Uri, 2020 COVID-19 Pandemic, 2019 World Scout Jamboree, 2015 Colorado tornado, and the 2013 Colorado flooding.
Dominic Tatti, Deputy Director
Education: Bachelor of Science in Wildlife Biology with minors in zoology and military science, a Bachelor of Science in Fire Administration and Emergency Management, and a graduate of the FEMA National Emergency Management Basic Academy
Experience: Deputy Director of Emergency Management for the City of Greeley since 2024. After college, he spent 12 years in the U.S. Army and Colorado Army National Guard as an officer. He had one combat tour in Iraq as a commander and numerous disaster responses including Hurricane Katrina and the 2013 Colorado Floods. Hired by the Greeley Fire Department in 2007 he spent 17 years as a firefighter/company officer.
