The City of Greeley's Homeless Solutions Department leads the city's response to homelessness and finding support for those in need.
Outreach Team
Meeting unsheltered citizens where they are. In 2024, 541 individuals were accessing services.
Rapid Rehousing Team
Quickly places more moderate-need individuals and families experiencing homelessness into safe, stable housing. In 2024, 49 households were housed by the team.
Permanent Supportive Housing Team
Housing voucher-supported permanent services as well as supportive services. In 2024, 60 households were housed through the Permanent Supportive Housing Voucher Program.
Meeting Community Members Where They Are
Greeley’s Homeless Solutions Department consists of the Outreach Team and two housing support teams – the Rapid Rehousing and Permanent Supportive Housing Teams.
Outreach Team
The Outreach Team builds rapport and quickly works to help connect individuals to available resources and aims to meet people where they are and their immediate needs.
Rapid Rehousing Team
The Rapid Rehousing Team places more moderate-need individuals and families experiencing homelessness into safe, stable housing quickly. Through additional services, including case management, transportation, access to health care, food, employment assistance, and more, this team helps them maintain housing stability with support for up to 2 years with the goal of working toward independence and long-term housing.
Permanent Supportive Housing Team
The Permanent Supportive Housing Team provides voucher-supported permanent housing solutions and supportive services to access transportation, health care, food, and income assistance if qualified. The goal of this team is to help the highest-need individuals experiencing chronic homelessness obtain and maintain stable housing with ongoing case management support.

Partnerships to Address Homelessness
The Homeless Solutions department works to create effective public policy while participating in local and regional planning to address homelessness in our community. The department coordinates with various city departments, including Housing, Community Development, Public Works, and the Greeley fire and police departments.
- Key Impact Statistics
- 541 people experiencing homelessness in Greeley were accessing services at the end of December 2024.
- 49 households were housed by the Rapid Rehousing Team in 2024.
- 60 households were housed through the Permanent Supportive Housing Voucher Program.
Mayor’s Task Force on Homelessness
The City of Greeley and its community partners – business owners, real estate developers, social service providers, and elected officials – are all working together to tackle gaps in homeless services in Greeley that, if not addressed, would lead to increased numbers of unsheltered individuals and decreased opportunities for economic growth.
- One community-wide goal of the task force is to reduce the number of chronically homeless individuals in Greeley by 70 individuals by April 2025. The community has achieved 75% of this goal.
Housing Navigation Center
Located at 870 28th Street, Greeley (NW corner of 8th Avenue and US-34 behind DriveWise) and open Monday to Friday, 8:30 a.m. to 3:30 p.m. (except holidays).
