The Economic Development & Urban Revitalization (EDUR) Department is made up of two divisions: Economic Development (ED) and Real Estate Management (REM). The ED division supports businesses locating, growing or expanding in Greeley while Urban Revitalization supports the Greeley Urban Renewal Authority (GURA). The REM division provides real estate-related services to other city departments. The EDUR team provides expert guidance on entrepreneurial initiatives, business development, regulatory requirements, real estate, and economic expansion strategies. The team works with local agencies to ensure businesses can navigate challenges and take advantage of opportunities for success.

Real Estate Management
The City of Greeley’s Real Estate Management division provides essential services to various City departments, City Council, and the Greeley Urban Renewal Authority.
In addition to internal services, the division offers a range of real estate-related services to the Greeley community, including:
- Survey Permission on City-owned parcels
- Real Property Licenses for City-owned parcels
- Leases for City-owned properties (including cell towers, mineral rights, buildings, etc.)

Greeley Urban Renewal Authority
The Greeley Urban Renewal Authority (GURA) oversees four Tax Increment Districts, which help fund commercial rehabilitation and development within designated urban renewal areas. GURA is also involved in other redevelopment programs in the city. To get involved, review the work of the GURA Board and consider supporting this volunteer group.
