Disability and Civil Rights

The City of Greeley, Colorado (“the City”) is committed to assuring full compliance, and is prohibited by law from violating all civil rights provisions of federal statutes and related authorities that prohibit discrimination in programs and activities receiving federal financial assistance. These laws include but are not limited to Title VI of the Civil Rights Act of 1964 (“Title VI”), the Civil Rights Restoration Act of 1987 (P.L. 100.259), Section 504 of the Rehabilitation Act of 1973, Title VIII of the Civil Rights Act (the “Fair Housing Act”), and the Age Discrimination Act of 1972. The City does not, on the grounds of race, color, national origin, creed, religion, sex, disability, age or sexual orientation, discriminate against persons in the provisions of its programs, services or activities.

Furthermore, Pursuant to the provisions of the Americans with Disabilities Act of 1990 and the Civil Rights Act of 1964, the City of Greeley (City) does not discriminate on the basis of disability, race, color, national origin, religion, sexual orientation, age or gender. Title VI of the Civil Rights Act of 1964 requires that no person in the United States of America shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination under any program or activity provided by the recipient of federal assistance. For more information or to make a complaint regarding the administration of City programs, services, or activities please complete the online Title VI Complaint Form below, or print the PDF form to complete it on paper (submission instructions are on the form). If you prefer to make a verbal complaint, call 970-573-9455 and ask to speak to the City's Title VI Coordinator.

Complaints must be submitted within one hundred and eighty (180) days following the date of the alleged discriminatory act or decision.

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA") and Section 504 of the Rehabilitation Act of 1973, the City of Greeley (the "City") will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

The City will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the City's programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.

The City will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities.

Neither the ADA nor Section 504 of the Rehabilitation Act of 1973 require the City to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

Americans with Disabilities Act (ADA) Title II Grievance Procedure

Title II of the ADA extends the prohibition on discrimination established by section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. 794, to all activities of State and local governments regardless of whether these entities receive Federal financial assistance.

It is highly recommended that the complainant and/or their designee includes specific outcome/resolution they would like to suggest to the City of Greeley.

The City provides language access services at no charge to people who have limited ability to read, write or speak English and wish or need to use services, programs or activities offered by the City.

These services include:

  • An interpretation and translation service that offers telephonic services in over 200 languages. It usually takes less than 10 seconds to connect to an interpreter. You do not need to know English to call or to identify your language.
  • Interpretation at public meetings.
  • Translation of documents or portions of documents.

The Fair Housing Act is a subsection of the Civil Rights Act of 1968. As amended, the act prohibits discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex, familial status, and disability.
