City Council to Discuss Potential Ballot Measure for Economic Development Funding

GREELEY, Colo. — The Greeley City Council will discuss at its upcoming meeting on Tuesday, August 11 whether to place a potential sales tax measure before voters on the November 2026 ballot.

If approved by Council for referral, the ballot measure could ask voters to consider a dedicated sales tax to support community economic development investments. Discussions are expected to include potential funding for major initiatives currently underway in both west Greeley and downtown, including the Cascadia/Catalyst project and the Downtown Civic Campus project.

At this time, no ballot measure has been approved. Council's discussion will focus on whether to refer a measure to the voters and, if so, what the proposal should include. Key details—including the proposed tax rate, duration, permitted uses of the revenue, and ballot language—have not yet been determined and will be considered as part of the public discussion.

The City continues to move forward with financing plans for the new City Hall through Certificates of Participation (COPs), consistent with previous Council direction. If a dedicated voter-approved funding source is ultimately identified, it could provide an alternative revenue stream to support these economic development investments. This would reduce the long-term reliance on the City's capital funding for debt service, allowing a greater portion of existing capital resources to remain available for ongoing maintenance, infrastructure renewal, and other community capital improvement projects. If no voter-approved funding source is established, the City will continue with its existing financing plan for City Hall.

The upcoming Council discussion provides an opportunity to publicly consider how major economic development investments may be funded in the future while allowing residents to understand the options before any decision is made regarding a potential ballot referral.
