City of Greeley Selects West Greeley Citizen Oversight Committee
Nine residents appointed following Council interviews; committee to begin work the week of 4.27.26
GREELEY, Colo. — The City of Greeley today announced that City Council has selected nine residents to serve on the West Greeley Citizen Oversight Committee, a citizen advisory group established to support transparency, public engagement and informed decision-making as the City evaluates next steps for the Catalyst Project.
The West Greeley Citizen Oversight Committee was announced following the February 24, 2026 voter-approved repeal of Ordinance 30, 2025, which previously established zoning for the proposed development area in West Greeley. As the City continues to evaluate next steps, the committee will provide a structured forum for ongoing review of project information and continued public involvement.
City Council reviewed and scored approximately 70 applications before selecting the final nine members, who represent a cross-section of the community and a range of perspectives. The West Greeley Citizen Oversight Committee members are:

“This is about doing the work in the open,” said Mayor Dale Hall. “We now have a group of residents who will dig into the details, ask tough questions, and help guide what comes next. That level of visibility and accountability is critical as we determine the future of West Greeley.”
The committee is expected to begin meeting the week of 4.27.26, with work anticipated to start on or around 4.30.26. Over approximately eight weeks, members will review key components of the project, including legal considerations, zoning and infrastructure, design, financial structure and obligations and the General Improvement District (GID) framework.
During weekly meetings, the committee will receive presentations from City staff and subject-matter experts, participate in facilitated discussions and identify key questions, concerns and emerging themes. At the conclusion of each meeting, the committee will provide a summary of key takeaways, clarifications requested and early observations.
These summaries will be shared publicly through the City’s communication channels to support transparency and keep residents informed throughout the process.
The committee’s work will culminate in findings and recommendations presented to City Council, helping inform future decisions regarding West Greeley.
