GREELEY, Colo. — The City of Greeley is breathing life into affordable housing in 2026. With the help of Private Activity Bonds (PABs), the City is looking to invest in high-impact housing projects. The application is now live until March 20. Developers, businesses and nonprofits seeking to strengthen the community are invited to apply.

Private Activity Bonds are a powerful, low-cost financing tool that reduces borrowing costs. The program helps to make community-beneficial developments financially feasible through tax-exempt financing. This bond opportunity also supports the City’s Housing for All initiative.

“More affordable housing means more neighbors can stay in Greeley,” said Deb Callies, housing solutions director. “For developers and nonprofits, this is an opportunity to bring forward projects that keep families rooted, ease pressure from rising housing costs, and expand housing options near where people work.”

Program Overview

Each year, the State of Colorado Department of Local Affairs offers PAB funds to the City. In 2026, the City received $24,421,742 to support various qualified projects.

Example Projects:

  • Conversion of an office building into affordable housing units.
  • Residential developments.
  • Rehabilitation of affordable housing rental units.  
  • Creation of income-restricted units or mixed-income housing.
  • Mortgage credit certificates for first-time homebuyers.

Timeline

Applications opened on February 25 and close on March 20 at 4 p.m. Awards will be announced in June 2026. Then, bonds will be issued in September 2026.
